This is an unusual problem. Normally resting a field will help restore to percoalation. If the field is dry, then Septic-Scrub will not hurt the system. If it does not improve the drainage, then the next option may be total replacement. You have told me nothing which might make me believe that Septic-Scrub would not help. The only thing is that resting generally has a more positive effect than you are describing.
