I assume taht by a weaper system you mean a drip system fed by a pump into a small line which allows only small amounts of water to flow at a time. This type of system generally does not clog up because of the small flows. If however you are getting ponding in your neighbors yard, this is generally a sign that the water is being forced to the surface insteat of draining downward. Since the system has worked in the past, something must have changed. This change could be the buildup of anaerobic material due to the wet conditions which has slowed the drainage into the soil.
