I am afraid that I do not have any good ideas. You seem to have done all of the common things. The only other suggestion I might make, but it is a long shot, is whether it is possible that the sewer line to the septic tank might have been damaged during construction. The eveidence against this is that you report the odor coming from the roof vent.
